Strong Mayor Powers Coming to West Nipissing
As West Nipissing prepares to hire a new CAO in 2025, Mayor Thorne-Rochon set to gain expanded authority under Ontario’s municipal leadership plan.
West Nipissing is among the 169 Ontario municipalities set to receive "strong mayor" powers effective May 1, 2025, as part of the province's initiative to expedite housing and infrastructure projects. These powers grant mayors enhanced authority, including the ability to appoint and dismiss the Chief Administrative Officer (CAO), hire department heads, propose budgets, and veto by-laws that conflict with provincial priorities.
The implementation of these powers has sparked debate across the province. In Orillia, for instance, the mayor utilized the strong mayor authority to terminate the employment of the incoming CAO just before their official start date, leading to public controversy and discussions about the concentration of power in municipal governance.
In West Nipissing, the timing of these new powers coincides with an upcoming leadership transition. Current CAO Jay Barbeau, who has served the municipality for 25 years, announced his intention to retire earlier this year. While the new CAO would typically be chosen by council as a whole, the new powers will allow Mayor Kathleen Thorne-Rochon to ultimately make this decision alone.
As West Nipissing prepares to navigate this period of change, residents and council members will be observing how the mayor utilizes these new authorities, especially in the context of the forthcoming CAO appointment. The balance between efficient decision-making and maintaining collaborative governance will be crucial in addressing the community's needs and priorities.

Appears obvious that the Provincial Government has already set this machine in motion and our only reaction is to be better involved in our choice of Mayor in the future. In the short term, will feed the current leader with more autonomy in pursuing her own agendas with enhanced impunity. We will either get a robot for the next CAO or witness a lamb to slaughter. No in-between I am afraid with the past the best prediction of the future. I can only hope our community has a strong memory.
