Appears obvious that the Provincial Government has already set this machine in motion and our only reaction is to be better involved in our choice of Mayor in the future. In the short term, will feed the current leader with more autonomy in pursuing her own agendas with enhanced impunity. We will either get a robot for the next CAO or witness a lamb to slaughter. No in-between I am afraid with the past the best prediction of the future. I can only hope our community has a strong memory.
The other thing to remember the CAO leaving was always the final desicion maker from this bunch effectively making the current mayor and civil servants just fixtures of redundant expense. Once he's gone she will need to finally assert her skills not yet seen if any are there they will now need to be put into play. This will make or break her quite quickly and her followers will grow or they will quickly show. If the position is filled without the involvement of the citizens then for the citizens they will not be only for the profit of it and not the people of it. Good luck the leader you choose to follow.
The power it has will be the power you give it. If it's worthy the people will follow it if it's not the people won't and now that the individual rights matter they will accumulate only their deserving. As full pockets walk away with wounded citizens only cutting them deeper shows little and no respect to nothing but self profit and gain from those who entrusted this leader only to find in the end no leadership there. Hopefully the replacement is not the old mandate with a different face though two we will likely have. 40 million people in this country and only 17 million vote now is the new redundancy. Voters are the minority in reality and the shift in power becomes more now with people. These redundant mandate messengers actually lose more powers than they gain now as more and more stop feeding or funding it's redundancy they can't afford.

Under this "new" regime what is the purpose of the councillors? Let me guess who she will choose? Who does everyone think it will be?
I'll contribute to cao duties and do so for the coffee I earn
