Someone brought that up at the meeting. But the law is that once the municipal service is there, "everyone must connect" including existing houses and new builds. And the legislation says they cannot charge new homeowners in the future for the cost of bringing the water there (sort of how Hydro does it for 5 years).
People with money want the service because it will bring the value of their house to the detriment of less fortunate people. Conveniently, people with money have more influence on the political aspect of this obvious unfair dilemma. Many residents CANNOT afford that cost, bringing enormous stress and unfair treatment on less financially fortunate ones. How many rich people on that street are willing to pay their FAIR share utilizing a fair ratio calculation? I would be highly surprised if any say yes.
